Coat large skillet with nonstick cooking spray. Heat over medium heat. Add tortillas; toast 30 seconds on each side or until golden. Remove and keep warm.
Add mushrooms, broccoli and carrots to skillet; sauté 5 minutes or until vegetables are tender. Set aside. In medium saucepan, heat refried beans over medium heat 2 minutes or until heated through.
Spread refried beans over tortillas. Top evenly with cooked vegetables, tomato, avocado, cheese and sour cream. Garnish with green onions and cilantro, if desired.
