Lightly dredge fillets in seasoned flour, patting off any excess. Set aside.
Heat oil in large skillet over high heat. Brown tilapia 3 to 4 minutes on each side until fish flakes with a fork. Remove fish to ovenproof platter and place in warm oven while making sauce.
To prepare orange sauce, use same skillet, placed over medium heat; cook shallots until wilted, about 5 minutes.
Add orange sections and stir, cooking about 3 minutes. Add bell pepper and stir to mix.
Remove fish from oven. Pour orange sauce over fish. Serve immediately.
