Place fish in single layer in glass baking dish. Combine soy sauce, lemon juice, garlic, sugar, and ginger; blend well. Pour over fillets; cover and refrigerate at least 30 minutes.
Preheat broiler. Remove fillets from marinade; discard marinade. Sprinkle crushed peppercorns evenly over fish, pressing peppercorns into fish to adhere to surface.
Spray broiler pan with nonstick cooking spray. Arrange fillets on pan. Broil about 5 inches from heat 8 minutes or until fish flakes with fork.
Serve garnished with lemon wedges and parsley, if desired.
