In large saucepan heat oil over medium heat. Add onion, potato, cauliflower, carrots, salt and pepper. Cook and stir 1 to 2 minutes.
Add peas; cook and stir 1 minute. Add rice-water mixture. Bring to boiling; reduce heat. Cover and simmer 10 to 15 minutes. Remove from heat; let stand 5 minutes. Top with fresh basil and parsley.
